I've never read that headline, but I bet the Arab street has. Osama may point to Somalia as proof of the paper tiger claim, but I think that only confirmed it. Our total beat down of Iraqi forces in the 19th province is regarded as a Saddam victory.... over there. After the gulf war, the IslamicFacist only saw Saddam on his throne. Where was booosh? Gone fishing. Overthrown from power in something called an "election".
